I support the suggestion, Farrokh. Toxonomy of leishmania deserves revisiting.

I would have a somewhat academic doubt, from the proposal of Dr. Depaquit.
  Actually, according to Brown's "Composition of scientific words", "tome"
comes from "cut". If the author of "Flebotomus" (Rondani, 1840) wanted to
mean "drill", he should have utilized "foro" or "-atos".
  However, I would like to know if he knew yet that Phlebotomine sand flies
were telmophagous. Who first differentiated methods for getting blood? Was
Snodgrass?
  If Rondani did not know the difference, and intended only to mean they
get blood from a vein ("phlebo"), the proposal of Dr. Depaquit would not be
justifiable. As an Italian, he probably was good in Latin, but made a
mistake in Greek, writing "flebo" and not "phlebo", which was corrected by
Agassiz (1846).

I completely agree with Gilles. The French word is linked to the kind
of bite of these insects (telmophagy) and for this reason to the latin
name of the type genus of the (sub)family. The english name is
curiously related to their ecology...and curiously "Phlebotomes" are
caught not only in sandy landscapes, but also commonly in forests, etc
