I can't bring myself to believe that any administration capable of handling
simple arithmetic would require confiscated stray dogs to be kept for the
remainder of their natural life.  Within a few years, a significant portion of
the local budget would be required to feed and house the critters, confined,
unsocialized, and miserable.  This is beyond imagination.
